The package was produced in response to a perceived demand from AMSTeX users for the sorts of facilities that LaTeX provides. (In the event, most such users use AMS-LaTeX.)

The distribution comprises TeX source and set of fonts (as MetaFont source) that are used in the package's commutative diagram macros.

Furthermore, two applications are associated with LamsTeX, an index-processor that deals with LamsTeX's indexing commands, and dvipaste.
